The first and most important choice is between "Accept all cookies" and "Customize settings", most people will choose accept all there because it is the quickest way to move on, so they will never see the "confirm my choices" button. They know very well people don't want to be tracked, but trick them into "accepting" all by making it the quickest choice.

On grapheneos.org/ they call it "open source" rather than FOSS, but I thought it was anyway code with free software licenses, is that not the case?

Anyway I was hoping it would be a new GNU+Linux phone, so a bit disappointed to find out it's Android.
