Besides the above. Not all users of a piece of software are developers, nor necessarily have the skill set to submit a patch. But have the same enthusiasm for said software and can submit bugs, or feature requests, or help with translations. As there are more than one way of helping a project.

In such cases seeing a "patches welcome" can be read IMO, as "I have to be a dev to contribute?" or dismissive if people who are not developers.

Downstreams that pretty much follow the vanilla upstream shell and report bugs and send patches for bugs.

And downstreams state they they want to have an influence in the shell design and "their concerns or different use cases" included.

That last case for me requires more involvement of the downstream in the process.
