In the short medium term, no not really. Even when gnome shell becomes adaptive there are several functionalities that would need to be added on top of it for it to be used like people expect on a phone: like say, being able to answer a call from the lock screen, access to the torch and camera from lockscreen, and several other quality of life stuff.
Also phosh is free software, so anyone can pick it up.
