As these are adapted desktop applications, it's probably the other way round: If you want an app to stop in the background, one has to take care of that.

On the other hand, most Linux apps are much more well-behaving with resources than a typical Android app bloated with trackers and ads, so there is probably (often) not much benefit in pausing background apps.

Yes, but not proof of copied code. That's just FUD of somebody who "glanced at the ReactOS code tree".

As @Conan_Kudo put it:
"ReactOS has already gone through a full audit. There was nothing to substantiate those claims. As it turns out, if you're doing reverse engineering properly, you usually wind up implementing similar code, because you're re-implementing behavior."
