It is, but as much as Chrome is — you can have your own implementation, but if it does something differently, no one will use it as it won't be backed by company like Google. So you are free to reimplement it, but do things exactly how G does them.
It also offers only marginal advantages, while making implementing new browsers harder — if you want to support WebP. Of course you can rely on Google's implementation — but that gives you extra attack surface as we now know.

I took a nice hip-hop CD I often listen to out of its box, put it into the CD player, pressed "play"…
Then, after a while I notice that it's not hip-hop music, but stoner rock music… "Maybe I have just switched to a different input and that is why something different is playing?" But no, it's playing exactly from that CD player…
It's mid track 4 and being stoner, those aren't exactly short.

I've seen wall switches with such a mode decades ago: it just turned the lights on once in a few hours for random period of time. Neat trick, but I think they are aware of this already and if they have spotters, those probably pay more attention to actual people coming and going than lights, and if they are amateurs — it probably won't stop them anyway 😄

@ThatCrazyDude Typical for countries where people live in extreme poverty I think. I wonder what it would be for Russia, but probably something similar. Utilities being more expensive because of climate might make a difference, but otherwise should be pretty close to that.
