Money for local infrastructure would have a lot more knowledgeable people paying attention to the graft? The regime here loves cementing and damming rivers but can't make sidewalks nice for all the electric wheelchair old people. My guess is that it's the same dynamic. Unnecessary tunnels keep democracy at bay and the corps rich.

The platform coop movement should create cooperative alternatives to capitalist platforms. Perhaps more importantly, it should also create cooperative platforms that capitalists cannot provide an alternative to.
Wikipedia is a non-profit with democratic user governance similar to a cooperative and without any competing alternatives. Despite being one of the most popular websites in the world, there is no venture capital flowing to start-ups that seek to “disrupt Wikipedia” by replacing it.
