I'm not sure on this one. While I completely agree that we need to have a balanced budget, I always get concerned when it comes to constitutional amendments. In this specific case, I doubt that the amendment would come with a no raising taxes clause and it could then be used as a club for the purpose of raising taxes.

You left out an option. Pixelfed should not block instances at all. Instead they should assume that their members are completely capable of taking care of themselves and blocking who they need to in their own.
