It dims all images except the ones you hover your cursor over. You can alter it to suit your needs and inject it into CSS of your instance with uBO.

Of course it isn't, it's more of a nuclear blackmail device than a doctrine.
If you read it in expanded form, it's already pretty vague — theoretically, they wouldn't even have to change it to go through with all their threats, they bring it up for the sole purpose — making the news.
Have they had more artistic taste, they would be bringing something like doomsday clock up, but alas — and instead we have this facade of bureaucratic bullshit 🤷
