Yep, and I don't consider him stupid in the slightest. I'm pretty sure they also have something on some of the officials in other countries and they have to cooperate, and Snowden is practically confined to Russia and unlikely to be even able to leave soon — I'm sure he didn't expect it to escalate to this point.
