In Germany consent is a consequence of "access to personal data", which means that every person has the fundamental right to control the informations about their own. Consent is discussed controversial because it is a freely imprisoned, informed and purpose specific agreement that can be revoked at every time. Critics fear the bureaucracy (proof), the lost of data processing (withdraw), the unknown purposes of future processing. But yes, your're right. "Tattoo" is a nice picture.
