I started thinking today, that each state needs to introduce at least two state constitutional amendments.
One amendment that requires a two thirds majority of the state legislature to declare a state of emergency.
Another amendment that simply states that even in times of emergency there is no such thing as essential or non-essential businesses.
We can't let our states get away with what they have done.

Can the population trust governments to be responsible in using "emergency powers" so broad and nearly unlimited in scope?

The damage of shutting down the economy seems like it massively outweighs any damage the virus would have caused.
