Sounds to me like you don't really believe it's a problem either but you need to cater to your base, so you propose an outlandish solution that has no hope of succeeding so that you appear to be on their side.

I don't smoke. I don't vape. I don't use marijuana.
I don't think the government should ban people from doing them either.
Where you and I would disagree, is I do not want the government to force me to pay for the healthcare of those who decide to do these things. (Or the healthcare of those that live healthy lives either.)
