I had to switch away from AT&T at the beginning of this year. When the turned off their 3G towers, they also implemented a process of only allowing whitelisted devices to use the network.
They told me that if a phone is 3G capable (even if it is also 4G capable) it will not work on their network.

I did us mobile. But they are using the T-Mobile towers.
@jlcrawf I think this is it. I tried swapping the SIM into an old Google Pixel I had, and it did the same thing. Meanwhile, I put a Verizon SIM I'd already activated into the PinePhone, and calls and texts worked fine.
So I guess I'll just use the AT&T one for data for the rest of the month.
@jlcrawf What did you end up switching to, T-Mobile?
