My problem is rather that the management at Mozilla sees itself as just another Silicon Valley company. (Somebody wrote something to that effect recently. Maybe @aral ?)
Changing the funding might not suddenly change the mindset.

What I noticed recently is that there seems to be a wide range of alternative browsers, from well-known to barely known. I'd like to see a list/inventory/comparison of these. Some of them might merge, some might collaborate in some areas (re-use components) etc.
Choice is good, but spreading too thinly isn't.
Then, applying for public funding would be the next step.
