Really just depends on how much they care and probably what information they have access to.

@Paradox @m0xee just fyi when you are a citizen of A and you live in B, there isn't a quick way for officials from B to access information in A or vice versa. Official requests take a while and often they don't bother unless it's something major. And if A and B aren't on good terms with each other, there definitely is some fun to be had. This is one way to reduce your overall tax burden btw.

This is probably why the US doesn't have this problem. The bureaucratic delay because everything is underfunded and inefficient? Yes. The regions being mad at each other and not talking? Nah.

The banks might have policies about you having to notify them if there are any changes, but AFAIK they can't really enforce it and therefore don't care in most cases. Government institutions… well, like I said — it might depend on local laws and as @newt rightfully noted — they often don't care, unless something major happens.
