@idoubtit Ideally it should go back to the embassy or consulate for that country (best chance of it getting back to the owner, or at least notifying them that their citizen is now without it). But not all cases are ideal, and if it's a frequent occurrence at her work site, it might be worth engaging our own State Dept for routing. travel.state.gov/content/trave
