Most, if not all Russian weapons are dual-capabilities (the can carry conventional & nuclear payloads). Putting did not send an ICBM, and even if he did ...it would not be a major change since the cold war

When you hear "Russia used a nuclear capable weapon", just read "Russia used a weapon". The rest is bullshit

The headline could've been better, but the rest of the article is okay, it's not about nuclear-capable projectiles being used for the first time of course, but about MIRVs — and how it could invite preemptive strikes instead of deterrence, as it makes more sense to destroy such payloads when they are still on the ground.
