It's not like Biden's authorisation was officially announced by him — it was NYT who reported this citing US officials close to decision-making as sources, as this information isn't top secret, I suppose, they are free to release these news as they deem fit 🤷
Unlike in Russia where what most news media outlets can or cannot write about gets coordinated.
