Office computers are very often not full-size towers, but something like HP dc7600 — they simply don't have space in their cases for a full-size video card, the best you can use in them is something like GT120 which might not have a second output you could use, so second video card is a safe choice here.
I won't call such machines "workstations" and those using them are probably using those all-in-one thingies now, so there are still questions.
@m0xee @kirby even the worst dogshit computers I can think of have at least two outputs for the integrated CPU graphics
