@alex how do I change file upload limits? Currently it is set at 15.26mb and I am trying to change it to 100 mb.

I edited pleroma config and nginx config files to change the upload limits, but it seems like the setting is somewhere else.

You might've migrated your Pleroma settings to DB like many do and changing it in the config doesn't have any effect anymore.
You can change it in AdminFE, I believe it's under Setttings → Instance → Upload limit
