At least state-owned RosTelecom had an option to exclude Telegram traffic while Telegram was still being blocked for not providing them with cryptographic keys. This obviously means they knew the IP-addresses used by Telegram or other ways to tell apart its traffic — this makes all the attempts to block it a giant hoax.
I didn't expect them to exercise this control openly though and waste the risk of exposing it on something as insignificant as this.
