Protesting Russia’s war against Ukraine - sometimes even just holding a blank sheet of paper - will get you arrested within seconds in Moscow, but 4 armed terrorists with automatic weapons can rampage through a mall, killing probably more than 100 people, causing a fire which even requires wildfire equipment to be deployed and then successfully “escape” in one of the world most heavily surveilled cities?

To be fair, it's nearly impossible to get organized in Russia, people don't trust each other, there are no realiable mainstream means of communication, you can't even organize around making the entrance of your apartment building clean. I'm not kidding you, they have recently created official rooms for people living on the same block on state-approved chat platform, so people don't discuss politics in these 🤦

But yes, you're right, it's extremely easy to set everything ablaze because real intelligence work and counter-terrorism measures are practically non-existent.
