This is probably a five year or so old tradition of state-owned outlets in Russia — to downplay disasters happening domestically and exaggerating when it happened abroad. When it's in Great Britain for example, it's fire even if that was put out in 15 minutes, but when it's in Russia it's "smoke suddenly breaking out" even if half of some village is gone with it 😅
Nothing less could be expected when it's something war-related.

This reminds me, they have a term for planes in particular: «совершил жёсткую посадку» (literally "made a hard landing") — the term does exist, but when it's used in Russian news it might mean literally anything, including that the plane has crashed and no one of the crew survived 🤦
