Any organised group is traditionally considered a threat. In the USSR there was famous Leningrad Rock Club: https://en.wikipedia.org/wiki/Leningrad_Rock_Club
It was closely monitored by the KGB even though it was well-known most were there genuinely for the music and weren't interested in politics in the slightest.
And nowadays they still do it: religious groups, stikeball players — anything goes, only the state is allowed to be organized, all other forms of organization are considered a threat.
