Judging by the filename that is 118.1.0 and desktop versions already had image.webp.disable preference removed in that version, but I'm not even sure mobile and desktop versions are in sync when it comes to this code, at least I have noticed that I can suddenly see WebP images not long ago and I usually pay attention to this stuff 😅
If that won't be too much trouble, upload it somewhere or otherwise make it available for download, I'll check it out.
