Its story is a bit weird actually, they have cracked down hard on it, I even took part in protests—against Internet censorship in general, but those took place right after attempts to ban T. and it was an important part of the agenda.
Soon after that the restrictions have been lifted and now even state-owned RosTelecom offers data plans excluding Telegram traffic, they definitely know the addresses now.
It's still a great source of info, but I don't trust it anymore.

Yeah, exactly! But I have managed to sway my friends and family to install Element and make a matrix.org account. They can still have their favourite channels and mom chats, but at least now they have a backup — and it had already proven to be useful at both WhatsApp and Telegram go down at times. And when I have hardware to host my own Matrix server properly, it won't be hard to migrate them.
