It is no wonder we see videos of Russian soldiers complaining about the lack of equipment, when their entire army is being drained of resources, while every road bridge and every depot is being bombed by Ukraine.

Artillery ammo hunger on the Russian side might have also contributed to that, they've been complaining about that for months. My best guess, that without ammo, "barrels" themselves are often viewed as useless. Might be also due to wear — I doubt they manage to properly maintain them in all this chaos, especially with supply lines strongly disrupted.
Some have predicted that in late spring when Russian artillery losses started showing only slight growth.

@m0xee @randahl Ammo hunger also contributes, though the ammo hunger is kind of regional... primarily on the southern front, where the supply is most interdicted. They are firing quite a lively, unsustainable amount near their attempted northern offensive.
Bad barrels does seem to impact them most, in part due to the rate of fire, in part due to age and general quality of the steel. They are making their less accurate artillery even more inaccurate, unable to execute counter-battery fire.
