Russia is a major grain exporter, but what has happened now is due large amounts of Ukrainian grain captured/stolen by Russia, Ukraine is also a major grain supplier so that shifted the balance in unexpected ways.
Cranking up production elsewhere might help avoid such situations in the future, but won't help in the short term — and that is what the most pressing problem is.
Putin is trying to play on that to force others into negotiations.
