Well, the criminals I used to know that were any successful would drive a very boring small 2nd hand car and follow the traffic rules to the letter.
Right, but if the AI cameras are worth anything, this is exactly what they're going to be looking for.
If you're a drug dealer, you have to drive around and visit a whole bunch of places which are all known to be drug-related, so from a bird's eye view, you almost invariably stand out like a sore thumb.

True. But in NL a scheme like this would just slightly increase the number of pizzas delivered.
Right, so it's efficient for a drug dealer to sign up to be a (the only) delivery driver for a particular restaurant, so that a person in the know can call that restaurant to order food and then buy dope when the driver arrives.
But still, you can deduce that there is something going on when:
1. There is only one driver for a restaurant (if the driver is random every time then the scheme doesn't work)
2. They repeatedly visit the same locations, which
3. Have a higher than average probability of being drug related locations
If you actually want to sell drugs, the most effective way to do it is through the mail, detecting that is really annoying.
