No, he's right about what popular moods in Crimea were back in 2014. Don't forget that Russian Unity was operating in Crimea well since 2008: https://en.wikipedia.org/wiki/Russian_Unity
This didn't happen overnight and a lot of people had very wrong idea about what life in Russia is, but grassroots support was there. Of course this doesn't make any referendums especially the joke that was held in 2014 legitimate.
