The recent desperate attacks are part of this — so no one realizes that manpower is already spread thin. Once Ukraine brings newly received equipment to operational status the frontline will cave in and it would be hard to convince general public that negotiations make any sense. Rumors of Belarus joining the war effort are also part of this.
