@thor to me the definition of lying is saying things you know to be false. Making incorrect statements isn't lying as long you believe it to be correct at the time you said it. Trying to defend the incorrect statements after you learned they are incorrect is another matter. So no, failing to deliver on a promise isn't lying as long as you had every intention of delivering when you made the promise.

It might be due to inexperience, but if you systematically fail to deliver on your promise, it makes you unreliable (yes it's a better word than untrustworthy) and if you start having conversations like this:
— No you will not do it, you never do
— Not this time. I promise!
…and still fail, it does make you a liar.
