The suckless.org Surf web browser comes close to this ease of use: The cookies are stored in a flat file, easily processed with whatever text processing utilities you like. I have a 'cleansurf' script that scrubs through the cookies and pulls anything that doesn't match a list of regexps ;)

(But it's not my main browser. I'm still on Firefox 95% of the time)

@RL_Dane Firefox has the excellent Forget Me Not extension — it deletes the cookies in a couple of minutes after you leave the domain that set them. You can configure exceptions of course!
