@wollman @waldoj going down a bit of a rabbit-hole(complicated by the fact that Turkey is a very popular place to go to get cheap hair transplant), it appears that the turkey toupee is specifically for turkey breast, not whole turkeys, which makes a little more sense. http://doclibrary.com/MFR102/DOC/TurkeyTerminology5700.pdf

The turkeys to be sold with the skin on are shunted down a different processing line. Separately, offcuts are ground into a slurry. They are sprayed onto the skinless turkey. Then a skin is extracted from the skin-pile, where it is fit over the turkey, affixed with the slurry. Within the processing plant, this is known as a "turkey toupee.” It's sold to the customer, none the wiser that it's not even the turkey's original skin.
