I doubt such comparisons take place. I suspect there're always (spurious) trumped up requirements that only one mega-corp provider can fulfill. Seems ridiculous that our gov't continues to fall into these holes. I'm convinced it's entirely due to lobbying (which is a slightly wishy-washy way of saying 'corruption').
