This isn't an immediate solution, but I've been wondering if there could be a market for an app that we as consumers could use to tabulate micropayments locally (either based on browser history or based on the user opting to hit a "planned donation" button), and which would then generate an invoice and/or facilitate a transaction with a particular recipient either at the end of the year or when a given recipient accumulates enough planned micropayments to add up to an amount large enough to make electronic transfers or credit card payments economical.

This is something I wish existed (open source, local, encrypted, and privacy-respecting of course), but I don't have the no-how to implement it.  If anyone wants to make it happen, please feel free to steal this idea.
