I always come to the fact that after the lost WWII and the cruelties the Nazis committed less than of 1000 of the monsters were executed. On average these were the biggest serial murderer and you can only hang them once.

Dictators can be brought to account. It sometimes takes decades but it happens
What makes it unrealistic that there will be much accountability is the fact that a sizable chunk of the population supports that craziness.
In such situations you'll quickly learn that you cannot lock up or execute 10+% of the population.
