IT departments in companies that standardized on Windows from the start can simply be accused of being ignorant. IT departments that went from *NIX (or OS/2) to Windows committed a regression, so they can be accused of incompetence. IT departments that chose to start or continue Windows based upon personal gain are guilty of malice.
