@johns I have mixed feelings about it, but Saint of Bright Doors tried hard to construct a fantastical city—didn’t always work but when it did, wow.

100 Years of Solitude is, to some extent, about a fantastical village.

Mieville, particularly City and the City, has already been mentioned.

Gene Wolfe’s New Sun is not for everyone but is very much a fantastical (post-?)city.
