If you want to host it yourself, matrix.
If you are looking for someplace that is already hosted where you can create your own rooms, librem chat.
Is there something like Matrix that works with the fediverse? Did I miss that it does?

It is federated in itself, so you could set up a matrix server and talk to other matrix servers, but I don't think that it will connect to mastodon or anything like that.
The way librem uses it is they set up mastodon for librem social but they disabled dm's.
They use matrix for private communication so that it can be encrypted.
