MS DOS 3.x and older, could be set up that way. Ugly as fuck. Confusing as hell. But usable. Kind of like putting all the icons on the desktop.
Keep in mind people were running 10 MB hard drives and just coming from floppies where they used to put everything on one floppy and run it.

Of course these people didn't understand Autoexec, config.sys and the path command so...
