One of the nuances with #publicMoneyPublicCode is that code *creation* with public money must yield public code. But that movement does nothing to stop the gov from buying existing commercial software. So it would not help in this situation.
Italy was the first to implement the public money → public code policy but I would not be surprised if you found MS Office rampant in Italian schools.
