At the same time, the linked article does explain which countries made progress, which backslid and which are a mixed bag.
This isn't the first time Commission's media people screwed up.

Russia is now using FPV drones guided via 4G networks, delivered deep into Ukrainian territory by “Molniya” UAVs. The FPV detaches mid-air and connects to Ukraine’s LTE to search for targets. One such combo attacked a civilian minibus in Mykolaivka, Sumy region, 35 km from the border.
