Bob Seely in The Telegraph warns that while the risk of Putin ordering a nuclear strike is still small, it’s higher than many are prepared to admit. Seely argues that Russia’s repeated nuclear threats are not just bluff, especially as Putin has a history of escalating when his goals are blocked. Recent Russian military doctrine has lowered the threshold for nuclear use several times, now even including the threat of a conventional missile strike.
