I thought it only breaks fastboot if it doesn't disconnect? I don't know much about fastboot, is it possible for fwupd to get enough device info to know if FW update is needed without connecting to fastboot?

Anyway, the linked issue is about disconnecting being broken. I feel that the policy of not connecting in the first place should be a separate issue.
