No, sorting by name is incredibly complicated.

For example in Danish the letter å can be replaced with aa, which it is in the official spelling of some towns. But they are still sorted as if they where spelled with an å.

Assuming you have an older computer I would go for a latest generation AMD card, Nvidia struggle on older computers. The 9060xt/16GB is what I would buy in todays market.
