Not really, yes and yes!
The server you are on determines your “local” timeline. But you can interact with people on other servers.
If you decide the server is not for you (anymore) then you can migrate your account. I’ve just migrated myself!

@sos here’s the instructions on how to migrate your account:

How to migrate from one Mastodon server to another without losing followers:

1. Sign up on new server
2. On NEW server: Go to Account -> Moving FROM another account
3. Enter old account's handle
4. On OLD server: Go to Account -> Moving TO another account
5. Enter new account's handle and submit

@cimmanon Can you merge accounts this way? Or does it overwrite the old one?

@sos @cimmanon You can either put up a simple redirect (see @dos for an example), or move the account with all its old followers, backreferencing the old account. Posts aren't moved though.

@sos @cimmanon @dos Yup, the old handle points to the new one and cannot be reused by anyone else. You can reactivate it or even move back later (after a cooldown).
