bird.makeup accounts are, remember, not actual people, let alone the specific people that they purport to be, but a third party who is mirroring Twitter content into the FediVerse. Usually the WWW sites are running a piece of software named BirdSITELive, or one of its derivatives.

There are a bunch of such third-party Twitter mirrors around, and it is common for sysops to silence them.

As I said, it is common for sysops to silence them. The mastodon.social sysop does.

No. Most of my experience is that places do.

Personally, I follow the dictum that if I want Twitter, I know where it is.

So I don't try to get it through third-party robot mirrors to somewhere else that isn't Twitter. I just go to #Twitter. (-:
