How to design a GDPR-compliant cookie banner:
Have a 'reject all' button that is as easy to press as the buttons that grant consent.
Test your site with no consent for user tracking.
Realise that all of the tracking bits are unrelated to site functionality.
Remove them.
Remove the cookie banner.

@david_chisnall i did exactly this for a website subject to an EU country regulator. Regulator reverted and said a cookie banner was required - the only cookie on the site was related to that cookie banner - which was imposed by the regulator. EU logic ftw.
