it did. but to enable developer settings including allowing USB debugging I need to boot into system and once I do that its encrypted all over

reformatting data is literally how I've solved all of my bootloops. also flashing a working zip then dirty flashing a twrp zip that wasn't working works sometimes

I tried that. it won't do anything its as if its at 0% battery without the "charge me" screen. its bricked.
